Rivers Assembly Moves to Impeach Governor Fubera, Cites 19 Constitutional Breaches

The Rivers State House of Assembly has served a notice of alleged misconduct on Governor Siminalayi Fubera and his deputy, Professor Ngozi Odu.

The lawmakers claim that the action is in line with Section 188 of the Nigerian Constitution.

The notice outlines 19 allegations of constitutional breaches by the governor, including:

  1. Failure to present the 2024 Appropriation Bill to the Rivers State House of Assembly.
  2. Unauthorised withdrawals from the Consolidated Revenue Fund of Rivers State.
  3. Violation of the Constitution by authorising expenditures without legislative approval.
  4. Disobedience of court orders, including the Supreme Court’s ruling on the 2024 budget.
  5. Obstruction of the legislative process and hindering the House from performing its constitutional duties.
  6. Demolition of the Rivers State House of Assembly complex without legislative approval.
  7. Illegal appointments and swearing-in of commissioners and other officials without legislative confirmation.
  8. Withholding of funds and salaries of legislative staff.
  9. Contempt of court orders and judgments.
  10. Failure to govern in accordance with the Constitution and oath of office.

Other allegations include the governor’s refusal to present nominees for appointment as Attorney-General and Commissioner for Justice, and the swearing-in of members of the Rivers State Bureau on Public Procurement without legislative approval.

The Assembly’s move to impeach the governor has been seen as a significant development in the ongoing political tensions in Rivers State.
